About e-Management
Leadership Team

Ola Sage.  Ms. Ola Sage, President & CEO

“Far better to dare mighty things, to win glorious triumphs, even though checkered by failure, than to take rank with those poor spirits who neither enjoy much nor suffer much, because they live in the gray twilight that knows not victory, not defeat.”
- Theodore Roosevelt, 1899

Ola Sage lives a life rich in substance and accomplishment. Through the example of her entrepreneurial parents in West Africa, she experienced the rigors of running a small business. As a student who excelled in sports, music, and academics, she became interested in the world of information technology (IT) during college. After obtaining her degree, a B.S. Summa cum laude in Computer Information Systems, Ola elected to pursue a Masters degree in Technology Management from George Mason University in Fairfax, Virginia. This curiosity in the world of information systems has fueled her desire to explore how merging technology with enterprise can offer vital solutions for a variety of business challenges.

Those early experiences in business have continued to serve her well in her current role as president and chief executive officer of e-Management, a company which she founded in 1999.  Named as one of “25 Powerful Minority Women in Business” by the Minority Enterprise Executive Council, Ola’s leadership skills and unique approach to management have led to the success of e-Management as an award winning company which has received multiple notations on the Washington Technology Fast 50 list of ranked companies and by Inc. magazine. Her principle focus in the company is to shape the company’s strategic vision and business plan development and to provide thought leadership on a range of emerging and critical technology issues to government.

Ola is the recipient of the prestigious Chief Information Officers (CIO) certificate offered to senior level executives through the federal CIO University. The certification program directly addresses executive core competencies adopted by the federal CIO Council that are deemed important for the federal IT community to be successful. Ola is also a member of the Institute for Management Accountants, a Certified Government Financial Manager (CGFM); and a Certified Project Management Professional (PMP) through the Project Management Institute.

Ola’s passion for developing intelligent solutions for complex challenges is grounded by her compassion for individuals. Through her example as a servant-leader, e-Management has become a company which promotes a culture of community involvement; encouraging employees to volunteer in a wide spectrum of charitable endeavors which include organizations such as, the the Susan B. Komen Race for the Cure, Food & Friends, The Literary Council of Montgomery County, and the Department of Energy’s and Environmental Protection Agency’s ENERGY STAR® “Change the World, Start with ENERGY STAR” campaign, among others.

When she’s not engrossed in day-to-day business activities, Ola finds balance in life through a shared interest with her husband for ballroom dancing, watching movies, and exploring the world through travel. Ola’s gift for inspiring people weaves throughout her accomplishments and may be best embodied by one of her favorite quotes:

"Of all the things I've done, the most vital is coordinating the talents of those who work for us and pointing them toward a certain goal."
– Walter Elias Disney, Founder, Walt Disney Company, 1954

Bambo Bamgbose.  Mr. Bambo Bamgbose, Executive VP & CFO

“The future belongs to those who believe in the beauty of their dreams.”
– Eleanor Roosevelt

When the coach of John Brown University saw the video of this soccer player, he knew he had to have him on his team! Bambo Bamgbose competed with excellence on the soccer field as well as in the classroom where he went on to earn a B.S. in Accounting and minor in Computer Information Systems. Bambo later earned his Masters in Business Administration (MBA) from the University of Maryland. He chose the program because of the opportunities that it provided to engage in comprehensive analysis of business solutions with counterparts from across the globe.

Bambo’s insightful analysis of financial markets were first tapped with a job in the energy industry in which he provided senior management with advisory counsel which included analysis of financial statements, audit preparation, feasibility studies, and business process re-engineering. He is a Certified Public Accountant (CPA) and a member of the American Institute of Certified Public Accountants (AICPA). Bambo’s ability to explore the minutiae of complex issues within newly emerging paradigms provides clients with comprehensive analyses of the issues at stake.

In his role as executive vice president and chief financial officer at e-Management, Bambo invests his energy and attention to detail in overseeing service delivery to the company’s clients and managing the financial health of the company. His keen analytical skills lend perspective to long-term strategic planning aimed at harnessing the talents of the company’s personnel.

Perceptive insight is a skill that Bambo has gleaned from the experiences of life. As a frequent traveler, he maintains personal and professional relationships around the world.  Bambo also enjoys exploring the arts and is an avid movie and music lover. Bambo’s passion to taste and experience life is perhaps best summed up in one of his favorite personal quotes:

“The purpose of life is to live it, to taste experience to the utmost, to reach out eagerly and without fear for newer and richer experiences.”
– Eleanor Roosevelt

Ric Colton.  Mr. Ric Colton, CIO

“The possession of knowledge does not kill the sense of wonder and mystery. There is always more mystery.”
- Anais Nin

Figuring out what makes things work has been a life long fascination for Ricardo. As a young man his passion for taking things apart sometimes put him into a bind, thus earning the nickname of “nutty professor,” but this curiosity served to increase his fascination with the process as well as the final product. In his quest for the essential core, Ricardo pursued a B.S. in Electronics Technology from Norfolk State University in Virginia and an M.S. in Information Technology from the University of Maryland with a focus in Emerging Technologies.

Ricardo has enjoyed a successful career with a diversified blend of corporate, management, and technical assignments. Prior to joining e-Management, Ricardo worked for Westinghouse Electric Corporation as a quality assurance and software engineer. But it was an assignment with the U.S. Navy which provided a strong foundation in the practical application of communication through analog and digital systems. After working overseas at Field Station Berlin as a senior system engineer, Ricardo returned home to join Fannie Mae as a senior systems programmer.

During his tenure at Fannie Mae, his insight and knowledge of information systems and their potential for integration within the wider business community were valuable aids in a variety of positions. He served as an operations manager, development manager and the data center director where he managed the Mission Critical Facilities and was involved in the set-up of the first “green” information technology data centers nationwide.

Ricardo and his wife now reside in Bowie, Maryland, where he continues to enjoy the exploration of how things work by restoring old cars and buildings. He is also an avid golfer who defines perfection on the golf course in terms that blend harmony with skill. This passion for excellence and enlightenment are hallmarks of his current role as vice president of corporate business services and chief information officer at e-Management. Ricardo’s ongoing exploration of life and technical systems finds expression in this favorite quote:

“It is through science that we prove, but through intuition that we discover.”
- Jules H Poincare

Donna Ragley.  Ms. Donna Ragley, Vice President, Enterprise Solutions

“Nobody cares how much you know, until they know how much you care.”
- Theodore Roosevelt

Even as a young teenager, Donna Ragley enjoyed meeting and managing people. Her first job in the small town of Ebensburg, Pennsylvania, at 13 transitioned her into her first management role at the local golf shop by 17. When she entered college at St. Francis in Loretto, Pennsylvania, she planned on being a Physician’s Assistant. However, a course taken almost on a whim at the Computer Learning Center in Springfield, Virginia, would change the trajectory of her life. She was hired by May Department Stores as a junior programmer even before she completed her coursework.

Donna’s management style is grounded in her ability to inspire others to perform. But it was through her job at the golf course that she developed a love for the game and lessons, which teaches about life and how individuals respond to challenge—skills that have served her well throughout her career. Growing up with four male siblings taught her the importance of working with different personalities.

Her career path has provided her with the flexibility to work with large and small companies including significant senior management positions at Viar & Company, National Computer Systems, DynCorp, American Management Systems, and Computer Sciences Corporation. As an experienced Account Manager and Program Executive, she has managed staffs of up to 100+ individuals over a wide range of environments. She is experienced in all phases of information systems integration, strategy planning, development, implementation, conversions, and production operations.  Ms. Ragley holds a Bachelor’s of Science degree from Saint Francis University of Pennsylvania and a certificate from the Cornell University in the Executive Leadership Program in Strategic Thinking, Scenario Planning, Executive Decision Making, and Leading through Creativity.  Ms. Ragley is a certified Project Management Professional (PMP) through the Project Management Institute.

In her role as Vice President, Enterprise Solutions for e-Management, Ms. Ragley will apply her unique blend of over 25 years of experience in general management, operations, business development, and contracts to build and lead the strategic direction of e-Management’s service delivery functions supporting our government customers and prepare the organization for our next phase of growth.

Donna’s passion is for people. She strives to create environments in which people can operate at their optimal capacity. In her spare time, Donna enjoys spending time with her family traveling and exploring the outdoors as well as playing a good round of golf.

“Look at a day when you are supremely satisfied at the end. It’s not a day when you lounge around doing nothing; it’s when you’ve had everything to do, and you’ve done it.”  - Lord Acton
